II. Context

Comprising 79 member states from Africa, the Caribbean, and the Pacific, the Organisation
of African,Caribbean, and Pacific States (OACPS) strives to achieve the sustainable
development of its members and their progressive integration into the global economy. As
the largest group of southern countries, the OACPS recognises its own structure and
history as a form of South-South cooperation and aims to strengthen its role in promoting
and coordinating South-South and Triangular Cooperation (SSTC), a key strategy for
development and achieving Sustainable Development Goals.

Created by the Georgetown Agreement in 1975, the organisation continued to evolve to
deliver its mandate adequately. With the recent signing of the Samoa agreement, the
organisation is entering into a new relationship with one of its biggest partners, the
European Union.

While the OACPS HQ is in Belgium, the organisation also relies on two liaison offices, one
in Geneva (Switzerland) and a second in Malabo (Equatorial Guinea), recognised as the
OACPS Information Centre for South-South and Triangular Cooperation.

Within this framework, the OACPS Geneva Office plays a pivotal role in representing the
interests of Member States at multilateral fora, including the United Nations and specialised
agencies such as the World Health Organisation (WHO) and the Human Rights Council.

In partnership with the Global Centre for Health Diplomacy and Inclusion (CeHDI), the
OACPS Secretariat is implementing a project to strengthen the health portfolio of OACPS
Members by advancing the right to health, promoting global health equity, and supporting
South-South and North- South cooperation.

Under the direct supervision of the Head of the OACPS Geneva Office, the Health Attaché
supports Member States in health diplomacy, advocacy, and coordination in Genevabased fora, helping to articulate common OACPS positions and enhance Member States’
engagement in global health governance and policy dialogue. The Overall purpose of the
job is to support OACPS Member States in advancing their collective interests in global
health diplomacy, universal health coverage, and the right to health through policy analysis,
advocacy, coordination, and technical advice. The Health Attache facilitates evidencebased engagement of OACPS Members in Geneva-based multilateral processes,
strengthens partnerships with health-related organizations, and contributes to shaping
OACPS policy positions on global health and human rights.


III. Duties and Responsibilities
Summary of Key Functions

1. Policy Analysis and Advisory Support

  • Monitor, analyze, and advise on developments in global health governance, health equity,
    and universal health coverage, particularly within WHO and the Human Rights Council.
  • Provide policy and technical advice to OACPS Member States on negotiations,
    resolutions, and multilateral frameworks affecting health and human rights.
  • Support the formulation of OACPS common positions and policy briefs on global health
    priorities.

2. Representation and Coordination

  • Facilitate coordination among OACPS delegates in Geneva to ensure coherent
    representation in WHO and other health-related fora.
  • Support the Head of the Geneva Office in liaising with Member States’ missions and key
    health partners (WHO, GAVI, Global Fund, UNITAID, etc.).
  • Participate in technical meetings, working groups, and multilateral negotiations to
    promote
    OACPS positions.

3. Advocacy and Partnership Development

  • Promote global health equity, the right to health, and primary health care through
    evidence-based advocacy and policy engagement.
  • Build and strengthen partnerships with Geneva-based international health institutions,
    research bodies, and advocacy coalitions.
  • Facilitate South-South and North-South cooperation on health issues aligned with
    OACPS
    priorities.

4. Research and Knowledge Sharing

  • Conduct research on global health issues affecting OACPS countries and prepare
    analytical reports, statements, and briefing notes.
  • Facilitate the sharing of experiences, lessons learned, and best practices among OACPS
    Member States.
  • Maintain updated records on relevant resolutions, reports, and multilateral commitments.

5. Capacity Building and Technical Support

  • Support capacity development initiatives for OACPS delegates in Geneva on health
    diplomacy, negotiation skills, and global health governance.
  • Organize workshops, briefings, and orientation sessions to enhance delegates’
    understanding of global health frameworks.
  • Contribute to the strengthening of the OACPS health portfolio and engagement
    mechanisms in Geneva.

6. Communication and Outreach

  • Prepare communication materials, press briefs, and web content highlighting OACPS
    contributions to global health debates.
  • Promote visibility of OACPS health initiatives through collaboration with media and
    international partners.
  • Support the documentation and dissemination of OACPS positions and statements on
    global health issues.

7. Administrative and Project Support

  • Assist in planning, implementing, and monitoring the OACPS–CeHDI cooperation
    project.
  • Contribute to project reporting, results documentation, and donor compliance
    requirements.
  • Perform any other tasks assigned by the Head of the OACPS Geneva Office.

V. Recruitment Qualifications

Education :

Advanced university degree (master’s or equivalent) in Public Health, Health Policy, or
Development Studies.

Experience :

  • A minimum of five (5) years of progressively professional experience in global health policy, health diplomacy, or related fields, including international policy-level work with a broad understanding of global health issues and their related human rights dimensions.
  • Exposure to multilateral negotiations and advocacy in health or human rights fora is desirable.
  • Experience in OACPS Member States, UN common system (WHO), or similar intergovernmental processes is an asset.

Language Requirement :

  • Excellent command of English and French (written and spoken).
  • Working knowledge
    of at least one other official OACPS language (Spanish or Portuguese) is an asset.

  1. The Health Attaché will be recruited for an initial period of one (1) year, with the
    possibility of extension, subject to the availability of funds and satisfactory
    performance.
